Hopefully this thread will help clear up any confusion about what will happen, and in what order.
1. Team Goals

2. Team Renewals
For existing teams only. You will be told your budget when Round 1 of Renewals goes out. Information on ranking scales, the amount of rider XP awarded per race, and 2014 rider race day totals will be available prior to renewals.
3. HC Race Selections
This may actually happen before Renewals. PCT and CT will need to send in a prioritised list for which race bands they want.
4. Post-Renewals DB released
A chance to find out the 2014 wages for all renewed riders, plus see if any more new riders of interest have been added.
5. Transfer Season
A rules thread to explain all the technicalities will be posted before this begins. At the end of transfers, you will send in your completed transfer sheet - which will include payments for Training, and PT wildcard application fees for PCT teams. The list of trainings bought will be announced post-transfers.
6. C1/C2 selections
A selection file will be made available at some point before Transfers, but they will not need to be sent in until after Transfers has finished. Both PCT and CT teams can select C1 and C2 races. PCT get priority in C1 races, and CT get priority in C2 races, in case any have more than 24 teams interested.
PCT teams get 175 race days total - with 80 already used in HC races.
CT teams get 150 race days total - with 60 already used in C2HC races.
7. Wildcard applications
PCT teams will apply for wildcards to PT races they want to ride. The aim will always be to guarantee at least 1 race per team - with Grand Tour priority going to teams who have not ridden them before. These wildcards do not count towards the 175 race days.
CT teams will also be apply to apply for spaces in HC races - this will use up some of their 150 race days.
8. Rider race selections
All teams will receive a planner file for them to pick their team lineups for all races they are involved in. All riders have a race days limit which they cannot exceed, and they cannot ride two races at the some team. PT wildcards for PCT teams do not count towards a rider's race days limit, but race clash rules do apply.
9. Pre-season over, let racing begin!

SN, why is the HC selection before the transfer season?
We always argue about why selecting the goals before the transfers and it's agreed that this is because of the budget, but, why selecting the HC before as well?

Goals are before transfers because they need to be before budget, but also to ensure a focus for teams during transfers. HC races can count for this as well.
C1/C2 selections can't happen until HC races are known, so it would slow the game down if it didnt start until afterwards.
Also, just simply, it's part of the game. Gambles have to be made.

As a CT team manager I pick the HC races in step 3 and the other races in step 6. Step 3 forces me to use 60 race days and I intend to use 90 in C1/C2 race selection.
Does this mean I can't apply for wildcards in step 7, or is it possible to cancel another race (C1 or C2) when an application is successful? |

The order is a little bit flexible, so 7 may coincide with 6. But yes, you may have to change your C1/C2 choices depending on which HC races you end up riding.
