Actually no, I'll revoke that for now in a small game. But yes, he is neutral.
And yes, the game of Mafia vs Town continues even if the jester wins.

Rumours were whispered throughout the town of a man who battled the mafia with logic in many different towns. The mafia here may have caught wind of it, as they killed off knockout.

Mafia could also not kill Knockout night 1, we'd probably lynch Knockout pretty quickly because it's suspect that he survived that long because he's so good.
