Can't play NC TT

I am playing Pro Cyclist and I'm in the 3rd season and so far I can't play national TT championship. I even won WC TT and the national one doesn't even apper on the schedule.
What am I doing wrong?
For info, I'm playing with a Portuguese rider.

You don't have the race in your DB. If you want to ride a Portuguese TT Championship, you have to create the race
