Cities over a high wall, why?

Hi everybody!
In a stage, I'm trying to create a city but it is always created over high walls. Why happens this? Is there a way or solution to solve this problem?
Thanks in advance for your answers.
Edit: The road that crosses the city is not flat, has a little slope and the city has big walls so that all the city is at the same level but, why not the cities follow the landscape? Is there a way to do this?

Not possible to make the cities follow the landscape, it'll always be organized in flat 'blocs' which will be at the average height of start-finish of the bloc. If you have a terrain where no matter what you do the city doesn't look good, then the only solution usually is to create the city manually with IBs.

Thanks for answer lluuiiggii. I am thinking about that but the result is almost strange because there are no roads, streets and the other elements of a town or a city...

Well, 'manual' cities are created very frequently by stagemakers, and specially with the use of fences I'm pretty sure you can create some realistic ones Some examples:
In fact, sometimes I think they're even nicer than the automatic cities exactly because they don't have all that 'flourish' which can look weird in a small city (e.g. lots of paved area and 2 houses), and gives a nicer small city feeling. I like them
Also, if the lack of pavement bothers you, you could do as Margh Norway in the 1st screen and use cobbled roads next to the road as a 'pavement'

This is an approximation but I'm trying to make the city in that way.

I currently doing the Foix - Loudenvielle stage (TDF 2007) and started creating the cities. Always fix them right after the road network is done.
Like others stated I prefer isolated buildings too when it comes to mountain villages. There isn't much space very often and there could be the wall problem described by Camacho.
But if there's space it could sometimes make sense to flatten the enviroment...
Foix and it's 10.000 inhabitants should be placed here:
...seems bumpy, but when a medium city is created it doesn't look that bad...
...taking a closer look it reveals it's strange walls:
In that case I like to bulldoze around (terrain options) until the enviroment is leveled:
Now placing the city. Important is to getting rid of the yellow lines between the blocks. Yellow lines in SE always means strange walls (extremly high or low leveled buildings)
...in cases like that I'm using village-size, which creates smaller, better controlable blocks.
Foix has a more village like character anyway...
...to let it look a wee bigger, some blocks can declared medium and if there is space left it can be used for fluff.

I have tried that with the terrain but the problem for me is that the road that crosses the city is not flat, so walls always are created because of the road slope...

Jay, that makes it difficult.
Using the isolated buildings is always a good solution.
If you wanna keep on trying with the auto-generated cities at climbs or descents the options are very limited...
City at a 7% slope example:
(city-bloc parallel to the climbing road)
(city-blocs orthogonal to the climbing road)
Moving the city-points the way that the single city parts are just linked to the road for a short way gives a little improvement. |

I'm trying and finally I got something like that:
I have combined city parts with isolated buildings, road parts and fences and I am quite satisfied with the result. Now it looks better. I will improve this city but not greatly so finally it will look similar to the image.
Thanks again for your answers and help.
Of course, if you see something to improve I'm open to your suggestions. I have them always in mind.

Yes! It is a floating tower! I want to show things that have never been seen!!
No, I'm just kidding. Finally the tower will not be there. I have moved it and actually there is not a definitive place for it: it can be moved to other place or simply deleted.

City looks very nice.
Depending on your liking you can also synchronize the sidewalk textures...
For city-parts:
...whenever walls are created (yellow lines) changes within the city-zones are visible, too...
