What does stage recon actually do?
and is it worth it?

It gives your rider the chance to have a good daily form (-5,+5)
I have done it, and usually I get the bright green Upwards arrow (indicating great daily form) and others the light green pointing North East which would probably give +2-+4.
Its worth it imo.

But teams irl cant always do recon, while the top teams can. Its sort of the same in PCM. So I dont mind it anyway.

I said 
The "stage reconnaissance" aren't much more than an edited training camp. If you look in the DB, they're added like all other training camps, and the only thing that changes is it's type (from mountain, TT, sprint, etc to "reconnaissance" ). Kinda like normal race/U23 way (added same race, only thing that changes is value in one column and how it's presented in the game)

Provide me with evidence that they can. It is just like any other training camp and thus the AI won't use them.

If you open a savegame, you can see in the column of trainers that most riders riding on teams (not free agents) have a trainer assigned to them, just like your riders. However you can keep checking all season long, and you won't see the training camp column for an AI rider having any other value than 0. I don't get the part about the placebos, what statistics?
