pink instead of flags

I have a problem. Some flags are just pink instead of the flags.
I think this has something to do with the local.cdb.
But what is exactly wrong and how can I solve it?

Wrong local.cdb explains all these errors.

Now, there are several threads about this and it's one of the first answers in the FAQ. Just look there.
