The 18 teams must adhere to new operating rules or cahier des charges. The 10 requirements includes a cap on the number of race days, the number of cyclists in a team and sets a limit on how many riders one coach may handle.
This sounds like some mighty PCM-influenced thinking... so, is Cookson maybe a secret PCMDaily member?!
An overhaul of the WorldTour ranking system will happen for the start of the 2017 season. A new universal individual score will include cyclists from the lower two levels and look more like the former World Cup system that ceased in 2005. The UCI may also add specialist rankings, one for the best sprinter, climber, one-day rider and stage racer.
Interesting; I hope this leads to more aggressive riding of the one-day classics in particular. Looking at you Ardennes.

Hoping: Gabon, San Luis, Qatar, California, Paris-Tours and Japan Cup. If they want to globalise cycling, they should add those instead of another European race. Except Paris-Tours, which should have been WT from the start.

It will be interesting to see what the calendar looks like, I am assuming some races will be dropped to make way for the promoted races because if there are to be less riders per team with capped race days then they can't just add races without ditching some. I would also expect some lower level races will die off in a new calendar

I don't get the cap for racedays
Let the riders and teams decide how much they want to ride. If they feel like having 90 racedays every season then it's up to them
Also regarding the pro tour races. I doubt Tour San Luis will feature as a world tour race. First of all, it's only a 2.1 race with not much history + the money ain't as good as some of the races in Qatar, Oman and Dubai. Lastly one would think that the race would have to be moved since Santons Tour de Down Under is raced at the same time and since UCI have already stated that they wish to not have World Tour races overlapping I think the organisers would have to move they race. |

San Luis is the only viable race I see in South America. It's either that, or ignoring the continent that has the most potential at this point in my opinion.

San Luis won't get promoted, it's a good race but as you said the money just isn't there and also reading what some of the riders say after the race it's not the greatest organised event which again comes down to $$$. I'd say races like San Sebastián and maybe one of the Spanish 1 week races would be in trouble with the desert races being promoted and maybe Strade gets an upgrade, doubt we would see much else getting promoted.
I think the whole idea of capping rider race days is a move by the UCI to be looking like they are doing something to fight doping and rider welfare, not actually doing anything but looking like they are.
