No, you can't. But if you download one of the latest DB's (e.g. PCM Daily Expansion Pack) many of these stages and much more of other stagemakers are included.
Time ago started to make an zcts-file for the greater London area, but it turned out that I already exaggerated it a lot (road network, wallhouse, splines). It turned out loading times are already a problem with only downtown London almost done.
So the following stages are detailed in London, but much less in the rural areas. And beware the road race stages took appr. four minutes to load on my system/with my settings.
The route for Tour of London was designed by Cavendish-Fan and for RideLondon the existing road network were used (therefor two km longer than in real.
Stages should work well for PCM15, too. But Ride London is already nicely done by the Cyanide stagemaker.

Don't you dare talk about exaggerating in your work. If a bike-race get boring one should always be able to look at the scenery (even if it's only houses), so when that is flat and naked it's time to do something else. A pint perhaps

Guess the Cyanide version was based on the London TDF stage. Maybe a different approach (happy you mentioned London-feeling), but one of the best looking stages I've ever seen released with the game.
