No, I only did that because I had no Romanian in any team. I don't think hiring them to your team after you started the career would be a problem. But perhaps it is. Anyway, in your new career (with the Romanian team) I believe it'll work fine. Although I think a NC with all riders in your team won't be the funnest one
Yes, to have all romanian riders isnt funny but the database have 8 romanian riders and i need 8 riders to assign in a race but i want a team only for romanian riders. In first season will be only me at NC but from season 2 i think will be more romanian riders (free or at other teams)

OK i start a career and i see that generate riders is only lucky. I put gene_f_chance_potX like Belgium 401 and gene_f_chance_(tour..flat) twice like France 301 and twice like USA 601 but the game generate weak riders for Romania in each case. The best i have is 81m and 73tt potential but in general the game generate 76m 75tt (weak for GT)
Well, even having the chance of potential 7 the same as Belgium, only 1 in 100 riders will actually have potential 8. And it's not certain that the rider will be a leader in stage races. Plus, as far as I know the generated riders usually are only good in one thing (you don't have people with 82 MO 80 TT, the best climbers have ok TT and the best TTs have bad climbing).
