Apart from the work which have gone into this "tool" I suppose it is the meaning that you can add the scouting areas which are of interrest to you in a very easy way,and then just leave the rest out.

The names (regen.xml file) should go in Program Files/Cyanide/PCM12/Xml/YoungRiderCarac. To create a new scouting area you should do that, yes (and also edit the Local.cdb to add a flag - STA_TGA - and the name of the country - STA_localized_string).
