Nice guesses everybody, but i have to disappoint you all. No one is right so far
And just a little advice, don't always listen to Baia
Here's another hint: "he started riding for teams in his native country and then after a fantastic season in the U23 nations cup, he got a contract with a superior american team".

I'd say Popovych, who matches all clues but didn't start riding with teams from his native country, so not sure..
Oh, and good luck

No one is right still
I can tell you that the "superior american team" was HTC - Columbia...

Danny Pate.
But I'm pretty sure it's Guldhammer.

Funny to see how many didnt read the clues or since when are cavendish and sieberg climbers and Pate and Lewis European?
My guess would be Tony Martin who fits the criteria except for being better known as a timetrialist that a climber... Or do you also classify him as climber?
This is really hard since there are not many climbers in any columbia roster that match the clues (well mostly the one being younger than Dekker).
Also another good guess would be Martin Velits, but him and peter both rode for Milram before they joined Columbia...

Well... taking a wild guess from my new avatar, most should be able to recognize a rider which was mentioned earlier by someone ...
