I just started a career with Tinkoff-Saxo. When I get some talented riders, I will post them here.
With PCMDaily 2013 DB I also had a Saxo-Tinkoff carrer. I tried to keep it realistic with mostly Scandinavian riders. This what was there came out of it in 2023. Clint Hamlet is my biggest talent right now, but the Russian, Edward Mancini and Hizem is fully deleloped. Mancini won all GT's in 2022.

i have pcm daily patch v1 2014
started a new career custom team
i choosed lot of good riders and i had 2,5k and i looked for a youngster
future monster GC

i have a doubt: when i go to U23 rankings and i select a rider, then i have the option to scout it, and when i select that, it doesn`t appear any of my scouts...any idea why? |

You should put your scout in Italy first by clicking on the dots on the world map(if you enter the scouting part).
Edit:
It works for regions too.
If you are searching for a cyclist from Lombardia, you need to send your scout to Lombardia.

If you go to the under 23 rankings, and click on a rider you want to scout, you'll see which country/ area he's from.
e.g. If you look at this post then the second rider is from Corsica. So if you were to scout him whilst he was still an under 23 rider you would need to send your scout to Corsica.
The 4th rider is from Colombia so you would have to send your scout to Colombia to scout any riders from there.

I have a scout with mythical reputation with 10/10 in Classics, Mountain, Sprint, Time Trial and I've only found a future champion in Spain in Flanders Classics 60 in COB. It's enough to be a great rider? |

How many years old, what DB (or rather, what .xmls, if you have changed them manually)? Though 60 COB is really low so it's unlikely he's really a future champion (scouts are wrong many times ).
