AG2R, Argos, Euskaltel, FDJ, Lampre, Cannondale, Lotto, Rabobank, Vacansoleil don't have the money
GreenEdge keep saying their roster is full, no room for anyone, Garmin have said the same several times (Vaughters says he'd like to give Levi a chance but has absolutely zero room)
Sky and Saxo have their team leaders well set
So, the possibilites are BMC, Radioshack, Movistar who I doubt have the money, BMC, and by far the most likely in my book: Astana

Astana does seem likely.
They'd get a leader who is actually able to perform well in the Tour (sorry Fuglsang, I don't believe in you at all), and Purito would get a big contract.

The only problem with the Astana theory is that Martinelli looooooves his italians (he's an idiot btw) so has probably promised Nibali leadership in anything he wants.
Failing Astana, QuickStep as said above seems the most likely.

Their team isn't really built towards stage races though. Plus, I doubt Cavendish would appreciate it if they brought in Purito - who has said that he'd like to give the Tour a shot.
And also, who would help Purito in the mountains? Pauwels? Devenyns? De Weert?
Not really the support he'll want, I'd say.
EDIT: Wait, there's also Velits. I don't think he'd like to become a domestique though.

Honestly, I dont think that Purito would need as much looking after as Wiggo/Froome did at Sky. 1 or 2 domestiques would be fine for him, and the rest of the team aimmed towards Cav.
But like you mentioned, who would be good domestiques to him? Velits is a leader in his own right, and other possible domestiques, like Cataldo, are leaving.

This year: Martin, Velits, Leipheimer, plus De Weert. The first three signed, in Lefévère's words specifically because they wanted to be a strong GC team.

Meh, won't affect him that much. Besides, what Purito has said is that while he'd like to give the Tour another shot, he's more inclined to repeat this season's program as he feels he has unfinished business.

Mr. 42nd in the Tour doesn't get to have a say on whether or not he works for the World number 1 ranked cyclist in GTs
He'll get chances in week-long ProTour races, to see if he does something for once, since he definitely didn't do anything in any of them this season.

They're still not much of a stage racing team, imo. At least not for three weeks.
I must however admit that I did forget that Velits hasn't done much since his Vuelta podium. He's still living on that performance in my mind.

If Moreno/Losada head to the team Purito will go, then the team mustn't have more than 27 riders on its roster, and if that's to happen, I can't think of a team, with money, that fills the requirings. |

He is indeed.
Makarov runs ITERA whilst he is also President of Russian Cycling and the boss of the Katusha team, which is sponsored by ITERA. Makarov is also now a senior official at the UCI after he was elected by the European Cycling Union ( Weeks before being elected, ITERA generously poured money into the ECU )
As well as that, Sergey Chemezov is VERY well connected as well as is the chairman of the board at Russian Cycling.
