The last two seasons the amount of talents from a region depended on how many from there exist currently and how many of them were signed by teams.
I guess it should have read something like "Bikex makes sure there are enough talents available." And we certainly can't complain, the db is massive and the talent pools deep.

Yeah, I think I broke the whole "one country per dev team" idea by making my home country Taiwan. Bikex actually had to tell me that there were no more riders left from there
