Always liked him, so glad I got that right. Haven't heard mch from him lately though.

Tom Boonen is indeed the guy on the picture. Other possible answers were Frank Vandenbroucke and Francesco Del Ponte.

Well I'm glad you ask 
This is from Frank Vandenbroucke's "bad" years. No team was crazy enough to hire him, so he went to ride smaller races with this fake license, the name says Francesco Del Ponte (literal Italian translation of his name) and he used a picture of Tom Boonen on it. Needless to say a reporter found out.
