Have you ever heard of the scanuppia? 7.5km with average of 17,6% and peaks of 45%.

Sacnupia was not a very well road to climb, if you want to do it, it's strongly suggested to do it whit a mountain bike.

Toughness comes with the combination of length/grade, plus the altitude. The toughest is the Colle delle Finestre: 18,6 kms, 9%, peaks at 12 %, almost 5 kms on gravel and a final altitude of 2474 meters, with 1700 meters of gained altitude. Plus, those climbs ever appeared on a Grand Tour, or on any cycling race (with the exception of the big Keutenberg)? If they did, just let me know...
