Still feels like there are a lot more managers online than the ones affected by that trickle down, now sure if they are still negotiating or just waiting to be able to post their deals.

Surely not. there are situations where you cannot really do much about it (e.g. you can get a late overbid to enter silent bidding etc. And it's not like you can always use all FA offers you have on a day because you have to be aware that you might end up over the cap if you end up getting most. It should be possible to pick a still unsigned rider (after those CT draft riders are picked).
