Yes. A max of 10 U23 riders, I seem to remember a max for your main squad as well, 30 riders maybe? But I believe 28+10 would be possible.

If I may weigh in, if you were new to the game I'd argue in your favour, that link was a little unfortunate. But I see that you aren't new and Bikex restated the minimum numbers not just in this thread but last season's thread as well, so I think you are at least partly to blame.

I'm currently experiencing a dilema:
1. Should I buy anyone in this transfer period
2. Should I just wait for the next FA window
3. Should I sell some of my riders
I know you'd tell me "Do what you want to do.", but currently I'm in a tough position. I'd want to buy someone, but don't want to cross the rules. If I wait I may lose the chance to make good siginings and all it'd be left are some below average riders. And If I sell someone after all the efforts I've made it'd make me regret at later stage.

Am I the only one who doesn't understand jandal's offer of Lobato, +50 and -50? Maybe you meant to offer Lobato and -50? Either way, I'm not likely to accept any offer which won't improve my team's budget, sorry.

Do what you want to do
But seriously, if you want a rider who is up for auction, bid what you think is a reasonable amount for them. However you shouldn't go and sign somebody just because you feel you need to, since there are still some good riders available in the final round of free agency (you check the most recent database to see who is available).
If you want a to swap one of your riders to get a better one or to make a bit more money to spend on completing your team, it's not a bad idea. If you think you'll regret doing something then it seems logical not to do it.

I loved reading through the previews for last season and here's a small one already for this season I might expand upon when the squads are finished, the "most overpaid riders". I start with a list where I just substract the min wage from the actual wage, 19 riders earn at least 500 more than their min wage:
