Actually not strange they neutralized it, since it's a crazy stage.
erhaps they should have added water as a surface to the rest of this collection. Make them start on water-bikes

Plenty of teams have tackled this stage as a proper stage, recording some great times. I think this pretty much shows this stage could have been used for the GC. The major risk factor here is the size of the teams. 9 is too much imo, so they could divide the teams in two parts like they do in the Settimana Coppi-Bartali, iirc.
