@Avin Later in the document it lists all the allocations with 9 to both Czech Republic and Great Britain - there's only 7 Brits with World Tour points.
The key parts of the rules are probably:
The nations that have fewer than 9 riders classified in the individual UCI WorldTour can complete their remaining athlete quota, by adding the places it would have received through their respective continental circuit – the UCI Africa Tour, UCI America Tour, UCI Asia Tour, UCI Europe Tour and the UCI Oceania Tour
The first 14 nations of the classification by nation of the UCI Europe Tour on 15 August 2015 excluding the nations qualifying via the UCI WorldTour classification: the first 6 nations qualifying can enter 9 riders, with 6 to start (rank 1); the nations ranked 7th to 14th can enter 5 riders, with 3 to start (rank 2).
Britain is 15th in the Europe Tour standings, Czech Republic 17th. Not initially Top 14, but if UCI have taken out the other World Tour Top 10 nations from the Top 14 first then both would be moved into the Top 14 instead, earn 3 riders for that, so able to boost their rider amount to the full 9.

Now i am really confused. I also saw the paragrapgh you are adressing and thought that it could mean all 9 riders for Czech republic, but why on earth czech cycling federation thinks that we have six riders for the road race. Really confusing.

This is the post from web of czech cycling federation about pre-selection for Worlds, after finish of Czech cycling Tour:

There is a sentence "V závodě s hromadným startem se totiž představà hned šest jmen z širšà nominace.", which translates into: "Six names from earlier pre-selection will make it into the start of the mass road race".
So if it really should be 9, i hope this is only the fail of webmaster and not whole federation, that would be silly. (if the 9 rider thingy is not super hot news and it was originally 6 riders few days earlier).

I think this may be the first time the Czech Republic got all nine riders. Although I'm really proud of being in the Top10, at least half of the team will probably be quiet weak Continental riders.
Just wanted to point out that Poland wil have 7 starters. 6 plus defending World Champ who gets automatic invite if his country doesn't get 9 starters. Belgium had 7 starters in Firenze. 6+defending WC Gilbert.

Ok, so one guy at czech forum keeps telling me that we are having 6 spots only, because those 9 riders listed on page 13 of that document are only infomation if all the criterias were matched. While we dont met all the criterias, which should mean 6 riders only, as czech cycling federation suggest. That document is so horribly confusing it is not even funny.

A nation with 6 or less riders classified in the individual UCI WorldTour ranking can never the less start 6 riders.
6 + the 3 from the European rankings, as SN explained, should mean that they get 9 spots. Look at that figure on page 1 of the document.

I can see where you are coming from though, only watch Eurosport when national television doesn't air and I have a mental block for Sporza. no matter how hard I try, I just can't understand what they are saying
