Again I made a tiny mistake in my update, as I forgot to include one team. :S
I updated the transfer update post, basically add this to the end of the list that you copy+paste for the free agents:

There are some reasons to do it, like if you're interested in a young rider and you'd like for the other manager to invest some research into them, or if you have a feeling that a certain rider won't fit on a team long-term and you just want to call first dibs for next season

It's not about making them invest into riders, it's more just so that they know there's interest and they could invest

On a related note, is it actually allowed to discuss race planning with other managers?

I think in general you'd have better luck if you directly PMed a graphic artist that you particularly like. You can take a look at the Graphics sections to check out who's been most active. Obviously, make sure you don't send the same request to more than 1 artist at the same time

Yeah, I agree with Ollfardh. It's too easy for teams with the top contenders to collude with each other.
I don't mind if people make a public announcement which races their team/top riders will be racing, but it's seems unfair to let some teams know and not others.

I don't really mind you already talk about race planning. Maybe don't try to coordinate your planning with other plans like Ollfardh said, but everything else should be fine.

What is with the team ID 999 in the free agent paste? Anthony Roux for example appears to have signed a contract with the nonexistent team for 250

That's the 'In Negotiations' marker. Teams have put a bid on him, but he hasn't yet signed with anyone yet.
