this sounds like a confortable decision considering that they'll use all structures from Imola autodrome, Emilia Romagna moreover save amount of money thanks to low work to do on logistic's, and can pay UCI with a good hosting fee.

Would he be embraced as a TdF winner or a French Froome?

Brits happily embrace Froome as British, it's not a question at all here. Same application to Australian parented, Belgium born Wiggins. Or Hong Kong raised Millar. Or Somalian immigrant Mo Farah. If you win you're British and no-one cares (unless they're a Brexit supporting racist).
Don't forget Sivakov was born in Italy, and is only Russian by parents nationality and has never really lived in Russia. I think the bigger obstacle to being embraced by the French is that he rides for Ineos, who are the still the enemy, and races at the same time as Pinot + Alaphilippe, and that you imagine he'd win the Ineos/Sky boring style.

The last part of your post is what I think Shonak meant by French Froome

Frace's age old problem, do they want a swashbuckling attacking Jalabert/Voeckler/Alaphillipe winner, an Ineos Train winner, or just any winner at all!
The first part of my post plays into that second idea, a winner is a winner. They will always be welcomed and herladed by the masses. Sivakov will be the same, if he wins (and commits to riding as a Frenchman, that's the first step in this) France will love him forever and ever.

I thought Froome is back to riding under his Kenyan license again?

Arkea hit by a doping scandal?
the fact that they were lonely searched by police seemed quite strange to me, like they were sure to find something...

Apparently it's not as much Arkea as it is the Quintana bros and Anacona.
Doping and such a bad race, reminds me of the 2018 Belgian football scandal where one team bribed another to avoid relegation and still relegated in the end.
Changed my sig, this was getting absurd.

Nippon Telegraph and Telephone Corporation, otherwise known as NTT, is going to end its backing for the cycling team managed by Doug Ryder. If Ryder fails to obtain new backers, this team will most likely cease to exist though IMO Bjarne Riis seems the prime leader, but I think that Manuela Fundacion are also sniffing at the opportunity.

Circus-Wanty Gobert buys the CCC World Tour license, a move I did not expect. I wonder what transfers they can still do this late in the season.

I'm going to take a big guess and say Vanmarcke. And a few Ineos guys or something.

Maybe some of the riders Lotto just released? Wallays and Van Der Sande for example

Just in case someone here is a genuine fan of Quinn Simmons and/or Chloe Dygert, and draws a hard line at fascism:
Both are currently being cancelled on Twitter for supporting Drumpf.
Especially Simmons has been unnecessarily outspoken today and is facing unspecified repercussions from Trek.
