You can already look for some transfer targets in there. Please also make sure everything is correct for your team it is quite possible I made some mistakes.
Transfers will kick off very soon with steals and renewals.
In the spoiler you can see all riders retiring prior to the 2018 season, including some well known names, like two leaders of the disbanding Feryn Bikes team.

1. How much is the budget for CT teams this season? And what's the sallary cap?
2. How to recruit developmental riders?

1: You'll see it soon (before steals I guess), but last year it was 4850 for new CT teams + 1200 if you have a development team, so count with 6050
2: Same process as how you recruit "normal" riders, via Free Agency and Transfers in your first season. You can decide who rides for which team of yours after that, fitting the rules of DT eligibility of course.

Last season for Gilbert, fuck, poor Selwink. Also with Luis Leon Sanchez and Samu Sanchez the next of the spanish golden generation about to retire, after Purito and Valverde. I had my eyes on Purito for a return to Liberty Seguros this season and hoped that Valverde could end up riding for my team one of these days, too. Evans, Boonen, Basso, Chavanel, Dani Moreno, Cunego - bikex really cleared house.
Froome's development could turn very interesting, depending if there will be a bidding war for him.
Glad that Contador stayed in the game for one more year after this season.
Lastly, I noticed that my new u23 riders for the dev team are signed to Illes Balears instead of Liberty Seguros. Just a hint to fix it

Seriously a lot of known faces bowing out this season!
Please take a look at my team again, there is a lot of difference between what I sent in and what development has taken place. Also, the same problem as with Shonak, my scouted riders are signed to the old team name.
I'm guessing Monfort declined this season?

I put Valverde up for bid cause it's his last season but nobody wanted him.
also LuLu will retire and the end of this season. more sad

Same as above, some riders have different stats to when I upgraded them. Maybe the recoommended training programs were applied instead of what managers selected? I'm not sure but there's some who are slightly off.

Some legends now gone there with Valverde, Purito, Evans and Basso just some of them, and a lot of names I recognise from Drapac retired too. Theo Bos retiring at season's end doesn't bother me too much tbh, he's been my whipping boy for a few years now.
Some interesting stats (they might change slightly if the DB is amended):
- There are 41 riders with an AVG over 78; 8 of them are free agents
- There are 10 free agents with a potential of 7
- Gilbert, Bos, LLS and Barta are the only riders over 72 who will retire this season
- Vegeta the team with the most retirees with 4 (LLS, Wagner, Kolas, Kvasina)
- Scarponi, Voeckler and Michael Rogers will be the oldest remaining riders as all the current 40-year-olds retire (Fédrigo, Hayman, Samu)
