How to change snow level

Do anyone know how to change the snow level? I mean the minimum height where it's snowy, not the minimun height where it snows.

independence pass (usa rocky mountains)
Himalayas
those two have snow,
it don't matter which height,
you can also take some snowy area's like i mentioned |
