How can i change the riders in the races of 2.HC or 2.1? I want that the best riders racing in these races.

Example: Quintana, Van Garderen and Froome to USA Pro Cycling Challenge.

If you mean editing your savegame, it's done in table DYN_team_race. If you mean editing the DB so that this will always happen, well up to PCM12 it was done on table STA_program_info, but I'm not sure if it's the same in PCM13...
