It defines the number of riders that the region will produce. The values for this column in the Off. Release are ridiculously high. Iirc, back in PCM11 when these new scouting system was introduced, with the regions and all, people said they were getting ~2000 new young riders in one year. It might have changed, but I wouldn't count on it; so I'd suggest you to set it in lower values (at least much lower than the 50's and 40's that you find in the Off. Release).
Thanks for the info lluuiiggii. I am quite surprised that Australia, USA and Venezuela have the highest number of rider production, I will lower this for sure.

In Daily's DB for PCM11 it's 0, 1, 2 & 3, which gives appropriate levels.
The official release has 0-50 as far as I can see
Edit: Remember that some countries have several regions so e.g. putting all French regions at a high number will result in a massive amount of French riders, while putting USA at the same number will only give the same amount of riders as one French region.
