Only 20 teams available to play with in Tirreno Adriatico 2013?

Yet PCM 2013 only lets me add a maximum of 20 teams for this race. Is there any way to play with 22 teams instead like there was in the actual race this year? Or is there a size restriction on how many teams can take part for this race and others as well. I had to remove Netapp Endura and MTN Qhubeka from my team startlist in this race.
