Yes, definitely.
If not with the editor that comes with the game, you can always try it with an advanced editor. (F.e. Lachi's)
Just add a line in Dyn_Team and fill in what other Cyclists have in rows you don't understand.

Yes, all will be there. Lachi's editor can be found in the PCM 2012 downloadsection(works for 13 as well), or, the most recent version, somewhere in this Database forum section(sorry, can't provide link atm)
Though face will be a struggle. I think there was a 'face-maker' in this site's Graphics section. Maybe he can help.

I guess most graphic makers can create faces, but you don't see much of them firstly because most riders already have faces done somewhere, secondly because they usually don't look too good in game
