Why did you ask? Did you read about it somewhere?
This was a feature of the game but I am not sure if PCM 2012 still features it.
But anyway: It is not that important and you would notice it immediately because you would get a mail where you have two options, either praise or ignore.

Some of my riders have low morale and I read somewhere that one possibilty how to fix it is praise riders, so I thought that is any option in game for this Smile

No, there was only this possibility in PCM11~before, it's not there in PCM12/13 Wink

Easiest solution to raise morale is to do pre-season training camps and select easy program (not the lowest, though). The riders will be happy because they can keep up with the speed.

And recreation camps might also raise the morale but I never tried.
Edit: According to post below it is called Recuperation and it works.

Or send them to a recuperation training camp.
