Okay so I finished my adjustments to the XML files that control riders maximum potential values. These files are compatible with PCM12 (and possibly further back?)
For those with no clue of what these files affect, they are what gives each rider their maximum attribute potentials when you start a career, based on their potential rating. It creates all of the attributes and maximum attributes of young riders as the are created at the start of a career and the start of each subsequent season in that career. I've edited them to try and create a more realistic and balanced game.
For those that have used my XMLs in the past, here is an update of what I changed for these files.
1. The potentials are all reduced. I aimed to try and fit the scale of potentials with the current riders from the PCM.Daily DB.
2. Young riders also significantly weakened. Potential 7 riders should end up with key skills in the 78-80 range. (There is a very small chance they are higher, and a chance to be lower).
3. Variety, I completely reworked the TimeTrial XML allowing riders with that focus to be very random in their other stats. In theory a potential 8 TT rider could have every stat in the 80s, though for most skills there is only a 4% chance of getting that high of mark.

I increased the possible starting stats of riders, also increased the variation of starting stats.
Examples: I started several seasons to test out how this did, and I'm mostly happy with the results. Here are some randomly picked results of the young riders. Gave an example of each type of rider, along with some different potentials.

Changed starting attributes to make riders less predictable from U23 results. In testing a season where over 50 U23 races were run, a potential 6 youth finished with the most points, followed by a potential 7 in 2nd, a 4 in 3rd, one of the two generated potential 8 youths in 4th and another 7 in 5th.

Reworked starting attributes to allow for minimum stat (50) and lowered strength of new riders on average. Will also have even more variation allowing riders with limited potentials to be more competitive with higher potential riders and improve the usefulness of scouting.

Looks pretty good And also needed since the .xmls that come with PCM13 seem to overpower the youngsters a lot. Btw, this is an update of your last update right?
Good to see they are less strong than in the older files. Since several people mentioned that a lot of very strong riders appeared as careers went by, I was thinking in decreasing the probability of high-potential riders in STA_region, but with this it may not be needed
The riders you posted are also pretty realistic. Btw, did those names really came out that way? Théo Bossers, Phillipe, the Puncheur, and Luis Leon Novo, the new Spanish fighter, are pretty fun
My only complaint for now is that you apparently haven't posted the files

Okay, sorry about not having the file attached, didn't realize it didn't attach when I first made the post. It's up there now.
Second yes, these are new and revised from my other versions. And yes those are the names that came with the PCM13 files (you can edit the name possibilities in the regen.xml file in the same folder btw).

Hmm..
Downsizing the talents is one thing. But now you pretty much prevent ever a talent like Sagan, Quintana and other 20yo wonderkids showing up.
Which is unrealistic.
The balance is overpowered in the original. But underpowered in this version.
While the limits are good for the eventual result when they reach their max, the beginning stats are too low. Or rather, there is no chance of a talent with the same beginning stats as IRL sagan or IRL quintana.
That's too bad, so I won't use it. |

Well, sometimes a good 18 year old with 70 stats appears. When he's 21, he might have 78 stats, big chances even, if he's talented.
Sagan didn't have those stats as a baby either, he actually has to have developed somewhere

The original XML files for stat limits are ok, just the way they are given not (the % of chance of reaching stat limit) and the sta_region isn't (chance of finding pot 7/8). If you change that and leave the xml or just tweak them only a little, you'll reach a better and more realistic result in my opinion |

This isn't true, there is actually a better chance of a rider like that showing up. Don't expect it to happen at age 20, but by 23 (which Sagan is now) you can certainly have a rider that is competitive in multiple disciplines.
However it sounds more like you want to me raise the starting stats of the riders which would be a very easy change, to allow them a chance to start with stronger abilities (and thus less time needed to become strong).
Just to cite an example, a potential 8 sprinter, under the old XMLs can reach a maximum of 74 hill (5%), and will likely be under 71 hill (85%). In my XMLs that same sprinter could reach a maximum of 77(1.33%) has a 44% chance to be over 71 hill, and only a 33.33% chance of being under 70.

Instructions are in the zip file. But fairly simple, the files to .../Cyanide/Pro Cycling Manager - Season 201X/XML/YoungRiderCarac
Accept overwriting of files, (the backups are included in the zip)

Okay, gave a quick update to increase the possible starting stats, but only by 1 point for each age group.
(21yo now has a max of 74 in any attribute)

Seen in the table that a really lot of riders has very high limits, but I wonder how many of them actually get contracts? Did you tested how many diamonds are picked up by teams? |

I don't think so.
Maybe you use the wrong region to search. Some regions don't have a lot of (good) climbers. I find quite some climbers in my games.

I look in all of them before creating the game. When I make my custom team, there's also at least 2 +75 HIL, 2 +75 TT, 2 +75 COB, 3-5 +75 SP, but there is only 3-4 72-73 in MO. Is there a way to change is, so there also is 2 +75 in MO? |

Then you didn't copy all the files correctly I guess.
I'm not sure if having a 75 guy should be even possible.

But how do you know there are less MO talents than others if you haven't downloaded it?
And it should be changeable, but you have to dig into the .xml file for that.
