Can I save a newly created jersey to an existing career and use it? If so, where do I save it to (not NC just the regular one)?

Just make a folder with jerseys prefix e.g admir_maillot,admir_transfert_ag goes to -> "admir" folder. If you want to use it with your team,just go to jersey_sz_abbervation column (I think its in "Sponsor" in Fast editor ),find your team and just change the name in that column to "admir".

Make a folder...like in the MyDocs -> PCM12 directory or anywhere on my computer?

So to verify, I need to make a new folder named anything in ...../cyclists/cloth/team, ex. 547984, then save as .tga named 547984_maillot into that folder, and go to the editor.
I don't get the point of transfert_ag and stuff.

The transfert is exactly so that you don't need race specific leader shirts for your team, the game will combine race leader jersey + your team transfert + your team shorts.
If you mean the files that are in the other teams folders ("xxx_maillot_time_giro", etc), these are race specific leader shirts. The point of them usually is to have the shorts in the same color as the leader shirt (after you the shorts is the only thing you can change, and if you'll just leave it like the default shirt there's no point in having these files ).
