Lagging on good System

I Im playing PCM for years now. I recently bought the 2012 version and trid to play it witch the followong system.

Processor: Intel Core i5 2,80 GHz Quadcore
Ram: 4 GB and 3 usebable
Windows: 7
Grafik: Nvidia 460GTX
Sometimes it lags as hell on the lowest grafics and sometimes it runs smoooth on the highest....some stages are unplayble...

There is a general problem with water in stages. If that is not your problem, then you would need to narrow your problem.

How can i fix the water problem?! Deactivate the waterrefelexes?!

It is a general problem. Cyanide acknowledged it but they cannot/will not fix it in PCM2012. No fix possible, except replacing the stage.

You can actually remove the water from being created in 3D by editing an .xml file:
