Isn't the graphical improvement pack already "contained" in the DBs? I mean, it replaces shirts, race logos, etc, just like the Expansion Pack does
No, lots of people keep having fake shirts for Omega Pharma, BMC, RadioShack and Garmin after installing the Expansion Pack. My pack replaces the original jerseys, so you have real jerseys at any time

Lots of people? It can only happen if you don't install it correctly. The Expansion Pack also replaces the original jersey files.
Another thing which might happen is that one of the early patches had files for the fake jerseys of some teams (those you mentioned). So if you install a patch which is an update from 1.0.0.0 (e.g. the ones available for download in the site), and thus includes all files from all patches, you'll get those shirts overwritten as well. If you install only the new patch - last patch update (e.g. 1.4.0.0 from 1.3.0.0), you won't get that.
