Look in DYN_cyclist, column value_i_potentiel (not possible to see it in-game if that's what were you were looking for - the closest would be the stars that can be seen in the rider's training page. Each star corresponds to 2-3 stats that can be developed).

I have edited some limit stats from my riders. Do I need to change something in the value_i_potentiel column too.
What is the relation between this colomn and the limit stats?

Potential = set stat limits on the beginning of a career. Therefore after you've created a career and edited the save to change the limits, there's no need to change potential.

No, you don't.
Potential only affect setting the stat limits at the start of the game. It has no effect while playing the career.

It affects the development if I recall it correctly.
If its number crossed the current stat value at a 'stat development moment' then the stat goes one up.
Take for example someone with his mountain stat 65.
He's training good, because he hasn't reached his mountain potential limit, he trains 'climbing' and has a mountain trainer with level 9(/10)(there are more factors, but this is just an example)
His capital_f colomn for mountain goes up to 75 before his next development moment(which differs for every rider). At the point, he upgrades his MO stat to 66, and has 10 points in capital_f mountain left. This goes on, and on, and on, until he reached his peak.
It has no importance for changing stats
