2. is there any difference between sprinting and 99 effort? which one is better? or in case your red bar is emptied?
Well, on 1, if your rider is a better climber than the others you could try to attack early on the climb, or force the pace as much as you can with your team in order to maximize gaps, then hope that the gap you create is enough for him to hold it on the way down. However if your rider is neither among the best climbers in the race nor much good going downhill, there's not much you can do (or, at least, there's not much I'd do )

ah well, sometimes i attack in the last few km before the finishing line, then in the last km i wonder i should keep effort 99 or just sprint in order to hold on better
Like I said, the best thing you can do is: "Make sure that the red bar is not empty before the finish line".
If your rider can maintain 99% until the finish line, then you should to it.
But in most cases this is just not possible as the distance is too long, so you have to reduce the % and if you see that he has enough energy for the final sprint, then let him sprint.

Regarding the downhill finish, it is better to knock the effort back to 80 at the summit of the climb. This way you'll gain back a small portion of the red bar very quickly, you can then take the effort back up somewhere in the range 80-90 depending on the gradient of the descent. This is quicker than 99 all the way (unless it's less than a 1km descent). Like Lachi said, the red bar is very useful
Ideally though you should still have some red at the top of the climb but this doesn't always happen for various reasons (a lot of which mean you're managing your rider incorrectly if he's solo, but there are also legitimate reasons.)
