Yes, it is, but you'd need some editor knowledge. Basically what you'd need to do is copy the info that are under the same column from the PCM12 DB to a PCM11 one. You'd also need to move the cyclists and sponsors. As for the races, you'd need to find stages for them compatible with PCM11 (I don't think you'll find many though), or give them new stages.

Wouldn't it be possible to import the relevant tables (Cyclist, Team, contracts, sponsor...) from the 2012 DB with excel editor and simply copy/paste all of the tables into the other DB.
That shouldn't affect races/stages, but replace riders and teams?

Not really. I said "copy the info that are under the same column from the PCM12 DB to the PCM11 one" because some tables aren't exactly the same. For example, in the PCM11 DYN_team you'll find a column called "jersey_sz_abbreviation". In PCM12, this table is no longer there, and only in DYN_sponsor. But honestly, there's not much difference between the tables you'd need to change (DYN_cyclist, DYN_team and DYN_sponsor/DYN_sponsor_regions), so it shouldn't be much hard to do this table-comparison.
Btw, you don't need to copy the contracts table, this one is empty and only gets filled with info when you start a savegame
