As far as I know you can. You go to the PCM Database editor and simply change the format from Road Race to Time Trial. The only problem I have found is that it uses the same stage, and you will end up with a 120km TT

I don't get the Cyanide and roll emoticon. Any stage in order to be read by the game as TT needs to have finish_type = time trial, and it has been this way since these automatically read-by-game stages have been added (in PCM10 and 11, initially for variants only, and in PCM12 for all stages).

That is not possible anymore. As I wrote above, in PCM12 the game reads all stages automatically, not possible to change settings such as time gap, stage relief (flat, hilly or mountain) or type (RR, TT and TTT).

However, with all this said, it is possible to do a TT on the Champs-Elysees, several variants have done it, such as both emmea's TdF variants, the last stage from the '89 Tour that SN once created, and most recently Natalz TdF variant (Cya-forum) I know that SN built roads above the Champs-Elysees monument, that's the way he did it. I'm not sure about the others, but perhaps a look in the Stage Viewer might be enough to understand it, and if not a PM should do it

You can actually change it, but manually in the .xml file in Cyanide\Pro Cycling Manager - Season 2012\3D\Landscapes\Monuments\ChampsElysees -> ChampsElyseesInfo.xml. But then you'd be changing for every time you use the Champs Elysees (unless you make a copy of the monument, edit it and use it on the stage, but you'd also have to include it in the download).
But what I mean is: few people will create a stage using the Champs-Elysees, and even less people will want to change it a TT. I mean, they could have added it, but it's something that have it's not really necessary

Ah very very interesting! So this means:
1) I could make a backup monument which I call "ChampsElyseesITT" and create a xml-file which contains the same name, but the finish set to itt.
2) When I'm going to upload my Stage I would have to add these monument-files as well, so the game does not crash for the guys who mabye will play this stage?
I hope I got this correctly?!

Yeah, I guess so, but looking again at the files I remembered that you'd probably need to add it in an .xml file, like what happens with isolated objects. Thing is: I haven't found such files, so I'm not sure whether monuments can be added in the SE or if they're in the code or something. But if it is possible, I believe this would be the right way (editing it the way you mentioned).
But well, you can always the built-over roads as well
