Here can you ask for converting a shirt to .tga
And i would do it too 
But someone now about a good .tga converter?

Paint.net is great. It can also convert .dds files.

When exporting. Same place as where you choose to save as 32 bit.

OK,I hope this helps you.
1-When you have your shirt open in Paint.NET and it is a PNG image select file and then save as and you will get this screen
2-In the save as type box change the file to TGA and press save and you will then get this box
3-And there you will see the compress box and make sure it is ticked and the shirt will become TGA
