How can you crick up your Wage Budget with the pcm fast editor?

What do you mean by wage budget? The balance of your team, the amount your sponsor pays, or some other value? (always get confused with these money values in career Pfft)

the amount that i can use to play my riders every month = wage budget

Not 100% sure, but I think you should change value_i_budget in DYN_sponsor and value_i_sponsor_future in DYN_team (the formula for the latter is 65536*IDsponsor+budget/1000).
