How can I change the starting sponsor budget before I start i career ?

I don't think it's possible (sponsor revenue are based on the salary of your team). Are you talking about custom team or real one?

If you start a career, you can select if you want to get more or less money. The game then will calculate the budget based on the salary of the riders of the team and your selection.
If this money is not enough, you can alter the sponsor budget by editing your save using an editor, for example mine. The table would be DYN_sponsor. |

i know what you mean...you can adapt it with choosing easy, normal or hard. it is orientated to the total salary of the riders and the above, same or below the total salary...
so you mean that i can just adapt it later after starting my career with your editor ? |

How do you edit the save? I know how to edit the database in general. Is this the same thing? |

Yes, but instead of editing the database you open your save. my documents\pcm2012\users\yourname\database\solo\name of db\ |

can i adapt to attend for a race which the host declined for me ? i would like to attend to san luis tour but it will always be declined ? |

Easiest thing would be to use my season planner, download link is to the right.
But you can also use an editor and do it manually.
Open your save using an editor, for example mine.
Open the table DYN_team_race.
When using my editor, tick the box "use team filter"
Find the race and set the appropriate invitation state
