Custom Race In Game

I have created a custom race with 6 stages that I would like to put into the game, however, it is different than in PCM 2011.

Last year I used the official database, but the Race tab is gone from the editor.

So using any editor with PCM 12, can someone walk me through how to add a stage to the game.
