Does the AI use it or not? Is it an unfair advantage to use it?

They don't use it, but the AI riders have other ways to cheat during the race.
For example they can attack as often as they want. So it somewhat equals out.

The gel slows the consumption of the red bar, so it's either before an attack/sprint/big effort/when nearly running out of energy (and still doing effort) - usually domestiques in this last one.

And remember it takes about 3 kilometres on the flat (and an equal time period on any ascent/descent) to start flashing, which is the moment it has an effect.
