Wrong forum Pfft

First, you should convert the file to 32-bit .tga (right now you can save it to your computer as .png - you'll need an image converter or image editing program to convert it to 32-bit .tga). Then, you should place it in Program Files/Cyanide/PCM11 or 12/3D/Cyclists/Cloth/Team/[team jersey abbreviation]. The name should be [team jersey abbreviation]_maillot_world_itt.

The team jersey abbreviation varies conforming the DB you're using. You can open the DB with an editor and look in DYN_team to see which is the jersey abbreviation for OPQS if it's a PCM11 DB; DYN_sponsor if it's a PCM12 DB.
