there are regions with better chances to find an high potential raider?
in some old pcm release some regions was better than others (for exampe the north of the italy was a good place to looking for great talents...)

what about pcm2011?

Yes. Take a look in STA_region, columns gene_f_chance_potX (x = 0 to 7, corresponding to potentials 1 to 8). Kinda cheating to look there and only scout these areas though Pfft

i will try to dont use them....

what about the columns gene_f_chance_temp_ X_Y ? is it something about speed training potential of raider?

No, it's the chance of what temperatures will be the rider favorites (see STA_temperature). If I remember correct this has no influence in gameplay (well, even if it does, all areas have the same chances on these columns).
