Hey,
Is it possible to change the team, that you control, in PCM?

Yes. You need to edit your savegame, DYN_manager -> fkIDteam. Put here the ID of the team you want to control. You'll change control of teams in Jan 1st of the next season.

I'm pretty sure it changes the second you make the edit in the database.

It's very much recommended to make the change in the off-season. Otherwise, you might end up with the old team's budget, race calendar etc.

Also, don't forget to change fkIDteam_duplicate in GAM_user too.
