I rarely play a career,mostly due to the fact that it can be impossible to ploay a CTT team which I prefer,and you can create better or more realistic start list when playcing Classic,or Stage,but that is another issue.I have often wondered about a few things in the gameplay if you play a team like...say Energi Fyn
1/ you get two coaches,a scout,and a physician from the start if you look at the wages they will have, which aren't covered by the sponsor(that's the problem) you can see that you will go broke by 1.st February.SO you can relase the staff and have no evolution in your riders and no new talent to be found,Is there a way this can be changed or is that just the meaning of the game.
2/The unrealistic sponsor demands:We will use Energy Fyn again.Here the sponsor as key races have the Giro and the Vuelta,How on earth should a minnow like TEF be accepted into these GT's----highly unrealistic and is there a way this can be changed.
3/a more simple question,all know what effect cobble has on a rider,but do gravel roads have any effect in a race apart from looking different?
Indeed, Cyanide, for whatever reason, didn't care about people who like to play careers with small teams, and it's a 'normal' problem to get staff which costs more than the team month salaries and ridiculous goals. To fix:

2: Although goals are useless in PCM 11, some people (actually I believe most people) like to have actual goals to try to go after. So if you're playing with a small team, you can edit your goals for realistic ones. Details on it: https://pcmdaily.com/forum/viewthread....ost_479195
As for the third question, if I recall correctly I've never seen/read about anything that gravel roads effect.
Finally, if you go after changing your goals to realistic ones you might like this tool as well, created by Lachi. It's his season planner but with sponsor scenarios, so you can pretend that the descriptions happened and can enjoy a nicer gameplay (rather than the ridiculous feature that is sponsors in PCM 11). So the sponsor might be willing to give you more money so you can try to go to Pro Tour, simply extend the current contract with you (yeah you can't even do that in PCM atm), or other options. But Lachi hasn't gone any deeper in that (it's kinda still in a Beta phase) because apparently people didn't show much interest in it (not much feedback, etc) plus it could be all fixed in PCM 12 (it would actually be ridiculous imo if it wasn't - after all there's no big feature in the next edition of the game, Cyanide at least has to get this fixed). https://pcmdaily.com/forum/viewthread....rowstart=0

Gravel Roads: I'm not too sure about his one but it seems to me that a chasing peloton is slowed down a little when on gravel roads (dust I suppose) but I'm not at all sure about this.
