I don't think, that you will get far by asking a question directed to CT. You could always get a stagemaker to make it, and then you could add it yourself. Takes about 5 minutes.
Well, I don't know on which database you base your request, but that race is included in the current V1.
(If you refer to the fantasy stages they might have used for that, you should ask a stage maker, not CT, as SuperKid already pointed out)

No, the stages are the real 2012 ones. If the DB was to use fake stages, the race wouldn't be included I think. Only 8 teams from the real startlist are in PCM Daily's DB (quite a low number), and also there are only 2 Norwegian teams in the DB.
Another thing is there is no .dem files for Norway. This means that if someone wants to create races there, it'll be a lot of work, since the person would need to create the heighdata manually (hills, etc). I actually have seen very few people trying to 'challenge' the lack of .dem files. Thanks to the great work by Daniano (not only in the Tour of Norway btw, he also created several other 2012 races), the race was included.
Finally, there are a lot of threads already concerning the 2012 DB. There was no need to create a thread only to suggest something. But even if you do so, the PCM 11: PCM.daily Projects would be the correct forum for it
