This is my first stage and I know that I need more content (there is a lot of boring grass). But the stage is good for break-aways and the short but high slope in the end of the stage makes it to an exciting finish.
Took a look in your stage, looks nice (except for the lack of forests/fields). But there are also some bugs: the tunnel in km 115, then the curl on the end of the first descent after the tunnel (km 124), which gives a road overlap look plus some pretty strange slopes (goes from -13% to 8% in 0.2 kms and back to -4%). Also there's a lack of road intersections/network, mainly in the first part of the stage. And the few that are there are wrong, you should connect two different road points to create an intersection. And lastly, you could make the finish city larger, it looks quite strange atm.
I couldn't figure out how to fix the bug at the tunnel. I have tried to make it smaller/larger but it doesn't help?
About the overlaps how do I make them better? The problem is that I don't know which tools to use.
Where in the editor do you see the slope of the road? And you want me to flatten the surface where the strange slopes are, right?
And I couldn't really make the finish city bigger. When I tried it only made the small city? Is it because of the hilly terrain that I couldn't make it any bigger?

I'm not sure if it's possible to create a tunnel passing below a river. But one thing that could be creating trouble is that bridges/tunnels have their max size set by the road points. So if there's a road point under the river, you need to delete it. You should have a road point, then the beginning of the tunnel, then the river above it, then the finish of the tunnel and only there another road point.

You use the road creation tool. All you do is click on the same point for both roads. Like this:

You can see it in the Profile view. After you've made the route, you click somewhere in the profile to get the blue marker there. Then in the right side, on the second menu (the one which looks like a paint palette) there is the slopes of the point of profile where you are. Also you can play with the red marker (use shift+click or drag it with the mouse) to see avg slopes on some sections.

Yes, sometimes cities won't work like we wish. Can be because of terrain, strange roads, size is too big.. only thing left to do is is play with road points and city points until it appears. Try moving the city points, creating new ones, deleting other ones (cities usually don't like too complex designs, keep it simple).. also adding road can be a good idea, as shown in this quick gif:
Overlaps: I don't get it and unfortunately the screenshot didn't help. On your screenshot the roads fuse together but mine are just two separate roads ...
I will of course add more content if I continue making stages but this is just so I can get the basic.
Btw. is it normal that it takes such a long time to draw the road in the Top view? Do you have any good advice? It is really boring!

Exactly, one point of both roads needs to be the same! After you have your first road done, create the second, and in the point where the intersection is meant to be, create the next road point on the same place of an already existing point (click above the existing road point and they'll merge).
Here, found a video, take a look in 4:20:
As for drawing in the Top View, can indeed be quite boring sometimes. My advice is to not zoom so much when doing it and not create a point for every single tiny bit change on the road. That'll take longer, create less smooth roads and less constant slopes (small hills which are bad in game may appear more often). Obviously we need to take care concerning the total distance of the stage, because sometimes I ignore a very small road change and lose 0.05 kms, 0.1 kms, in the long term this can mean some kms less on the stage.
