I want to have a 23 y/o and under custom team and I have picked out the best riders I can find that have no team. So they are in effect free agents and none of the other teams will be disrupted. That's fine, I have chosen the 24 riders I want to be on my team. No problem there.
Here's the problem with this scenario. Let's face it, there aren't many good under 23 riders available in the game. And there are even fewer under 23 riders that would be able to wear the leaders jersey in Paris Nice, Terranio Adriatico, and about 3 other Word tour races. Plus how can a 23 y/o rider be expected to wear the climbers jersey in the Giro and the Vaulta and win a stage in 2 other WT races?
Out of the 15 sponsor goals there are maybe 2 or 3 races that I could even have a chance to complete the goal and those would not be easy achievements either. A top 10 in Tour of Oman and a couple of other top 10 finishes. The best sprinter has 73 points on sprint and the top climber has 72 points on mountain. How can they be expected to accomplish those goals?
Is there a way to set the sponsor goals in the game. Because in reality what under 23 team will even be invited to the Giro or any other WT event? None thats how many and for good reason. They have a bunch of kids on their team...
I like a challenge but these goals are absurd...

Lance Armstrong for President! Why not have an admitted doper and cheat as president? He would fit in perfectly with all of the lying politicians.
Indeed, in PCM goals for the minor teams are absurd. Pretty impossible to complete. It seems Cyanide doesn't think there is people who want to play careers with smaller teams and get them to the top, so here's how to change them:
(beforehand, it should be mentioned that)

In PCM2011 the sponsor happiness is totally irrelevant. You will not get more money or can prolong contracts, therefore the goals are unimportant as well.
Well, you can change sponsor goals in DYN_objectif (will be called 'Objectives' if you use PCM Fast Editor, which is probably the best editor for savegame editing). The columns are pretty much self-explainable, but if you didn't understand any of them (names of column gotten from Fast Editor):
ID: Any number from 1 to 15, just make sure there's no duplicates (you probably won't change this though). Objective Type: The type of the objective (Top 10, stage win, etc). For a list of these see STA_objectif_type. Race: ID of the race related to the objective. fkIDobjectif_type_achieved: The result you got in the objective. Since you haven't played any, 0 on this column. fkIDsponsor: the ID of the sponsor (DYN_sponsor) the objective comes from. If you have 2 sponsors, make sure there are 10 objectives from the main and 5 from the second. value_i_rank: The importance of the objective for the sponsor, in a ranking from most important to less important (1=most important, 10/15=less important). Again, if you have two sponsors, 1-10 for the main one goals and 1-5 for the secondary one goals. Cyclist: The rider who accomplished the goal. Same thing as fkIDobjectif_type_achieved: 0 since you haven't played the objective races yet.
That's it, good luck with your edits and your team
Btw: in a quick search for "change goals" in the PCM 11:General forum the two first results (#1;#2) already says pretty much what I said here, I just added some details. Use search
