Just started playing PCM 11 after a few years out since PCM 08. Quick questions (yes I know I could just run a test but I'm currently wondering while at work ) - are trainign camps as overpowered as they used to be? Can AI teams use them now?
They used to give 3+ attribute increases and stack which left me avoiding them completely in PCM 08 so as to make things more challenging. Any guidance greatly appreciated, thanks.

I rarely use the training camp because along with the preseason one it feels like cheating. The leisure one is a waste of money because all that does is add happiness to the riders. My riders generally gain enough happiness when they win races. Now if that leisure camp would take fatigue away then it would be a good thing to send your riders to but it doesn't do anything like that unfortunately.

Because the pre-season camps costs fatigue, it is not a cheat even if the AI teams don't use them.
If you look at the fitness level of your riders, some start at a very low level and some quite well. You could use the pre-season camp to even the fitness of your riders.
Another way to use it, is to raise the happyness, if you use the soft training, your riders will be more happy because they can keep up with the pace of the training group. (Even if this feature is very silly, it can be important if you signed a top rider who is depressed.)
BTW: As far as I know, the riders win the most happiness if you choose the right answers in the interviews. (Another silly feature of the game.)
